4 Million On Probation/Parole

The Chicago Tribune. Washington, D.C. 4 million in nation on probation, parole. The number of Americans on probation or parole has topped 4 million for the first time, the Bureau of Justice Statistics said Sunday.

Comment: Coupled with the nearly 2 million in prison, that's 6 million citizens in the hands of the Justice system. Why hasn't anyone correlated the rise in the number of attorneys with the rise in the criminalization rate of ordinary citizens? I'd bet all of the money Wrox is going to give me in a settlement that there is a direct correlation.
